Do my goods qualify?

To qualify for reduced tariffs and preferential treatment, under our free trade agreements, you need to show that your goods 'originate' from New Zealand:

China - NZ free trade agreemement

(CFTA)

ASEAN Australia-NZ free trade agreement

(AANZFTA)

There are three criteria for a good to qualify:

  • Wholly obtained (WO)
  • Wholly produced (WP)
  • Product-specific rules (PSR)

Determining Origin Questionnaire (NonFTA) - for goods exported to countries not covered by our CFTA or AANZFTA

 

What is Wholly Obtained (WO)?

A good is wholly obtained if it is made of, or produced from, raw materials from New Zealand

Example: A log from a tree grown in New Zealand, or a jersey made from New Zealand wool

 

What is Wholly Produced (WP)?

A good is wholly produced when it is made from materials originating in either China or New Zealand.

Example: A fish caught in Chinese territory which is made into fish fillets in New Zealand

 

What are Product Specific Rules (PSR)?

Product specific rules are to cover products which contain some materials that originate elsewhere in order to qualify the non-originating material must be sufficiently processed in New Zealand.

Example: Wheat is imported to New Zealand from Australia and processed into flour in New Zealand

In all cases, the final processing/manufacture of the good must happen in New Zealand.
