The following questionnaire is designed to assist you to determine whether your goods qualify as “Originating” under the New Zealand – China Free Trade Agreement. Originating goods qualify for preferential tariff reductions as per the schedule of tariffs on http://chinafta.govt.nz and faster clearance through Chinese Customs (within 48hrs for most goods).
By following the questionnaire you will be guided to whether your good qualifies for a Certificate of Origin or not. There are three criteria for a good to qualify:
Product may still be sent to China without a Certificate of Origin but will not qualify for any relevant reductions in tariffs or faster processing times through Chinese Customs.
YES - Proceed to Question 2
NO - The good does not qualify as originating from New Zealand
YES - Your good qualifies for a certificate of origin under the Wholly Obtained Criteria (WO). Please read the question notes below and answer Question 6.
NO - Proceed to Question 3
YES - Your good qualifies for a certificate of origin under the Wholly Produced Criteria (WP). Please read the question notes below and answer Question 6.
NO - Proceed to Question 4
Goods containing materials originating from outside of New Zealand or China or materials of unknown origin.
Your good may qualify for a certificate of origin. Review the product specific rule to determine origin. See also question notes below.
YES - Your good qualifies for a certificate of origin under the Product Specific Rule (PSR) criteria. Please answer Question 6
NO - Proceed to Question 5
YES - Your good qualifies for a certificate of origin under De Minimis. Please read the Question 5 notes AND answer Question 6.
NO - Your good does not qualify as originating under the NZ-China FTA.
YES - Your good qualifies for a Certificate of Origin
NO - Proceed to Question 7
YES - Your good qualifies for a Certificate of Origin
NO - Proceed to Question 8
For example flour from Australia and flour from New Zealand is not clearly distinguishable, but flour from New Zealand and wheat grain from Australia is.
