Question 3 Notes – Wholly Produced (WP):

Same as for Question 2 Notes – Wholly Obtained (WO) except the listed raw materials can also be sourced from China. For example:

  • A jersey made in New Zealand only with wool that originates from China (or is a blend of wool originating entirely from New Zealand and China).
  • Timber made in New Zealand using logs that originate from China.

Components added to the good can be made from materials originating outside of New Zealand and China and still qualify under WP. This is providing the component was made in New Zealand or China and any relevant product specific rules have been met when making the component. For example:

A table made in New Zealand using only:

  • Timber that originates from New Zealand (or China) and
  • Nuts and bolts manufactured in New Zealand (or China) using Australian steel.

The materials used in manufacturing the nuts and bolts (a component of the good) do not originate from New Zealand or China. As long as the nuts and bolts were manufactured in New Zealand or China and Product Specific Rules for the component have been met (as per Question 4 Notes (PSR)) the good will qualify under the Wholly Produced Criteria (WP).

  • A table made in New Zealand only using timber that originates from New Zealand (or China) and nuts and bolts from Australia would not qualify under the Wholly Produced criteria.
