Do my goods qualify for a Certificate of Origin under the NZ/China Free Trade Agreement (CFTA)?

The following flowchart is designed to assist you to determine whether your goods qualify as “originating” under the New Zealand/China Free Trade Agreement. Originating goods qualify for preferential tariff reductions as per the schedule of tariffs on http://chinafta.govt.nz and faster clearance through Chinese Customs (within 48hrs for most goods).

By following the flowchart you will be guided to whether your good qualifies for a Certificate of Origin or not. There are three criteria for a good to qualify:

  • Wholly Obtained (WO)
  • Wholly Produced (WP)
  • Product Specific Rules (PSR)

Product may still be sent to China without a Certificate of Origin but will not qualify for any relevant reductions in tariffs or faster processing times through Chinese Customs.
